Avery OuelletteAvery Ouellette (M.R.P. '06) is an alliance advisor in the Private Sector Alliances division in the Office of Development Partners at the U.S. Agency for International Development (USAID). She provides technical assistance and training for USAID staff to formulate strategic alliance building plans; identifies and analyzes alliance opportunities particularly in the Asia region; facilitates discussions and negotiations between alliance partners and USAID; and oversees evaluation efforts to measure the value of alliances. Ouellette also served in the Millennium Challenge Coordination division at USAID. In this position, she provided guidance to missions on impact evaluations and results reporting for MCC Threshold programs; and oversaw the Threshold Programs in Europe & Eurasia. Before joining USAID through the Presidential Management Fellows program, Ouellette worked as a consultant for the Global Environment Facility evaluating the catalytic role of its programs; at an economic development corporation identifying and analyzing indicators to use in long-term strategic planning; and with the Poverty Action Lab on evaluations measuring the efficacy of international development projects in East Africa. She has also served as an NGO representative to the UN Commission on the Status of Women, and worked with SYGMA Corporation to set up one of its new warehouse and transportation facilities. Ouellette received her bachelor’s degree in international relations from Mount Holyoke College and a masters in regional planning (focusing on applying business models to international development) at Cornell University.
