Andrew Rumbach and his research partner, Shigeru Tanaka, studied evacuation planning as a critical component of neighborhood safety in New Orleans. We found that the poor, elderly and disabled suffered disproportionately during Katrina, in large part because the city’s evacuation plan was designed for those with private vehicles at their disposal.
One of a series of maps, the Regional Evacuation Map shows the location of Red Cross evacuation shelters in the region, and a 60 mile hazard buffer around the city of New Orleans.
